With “Directions for the Enforcement of Policies toward North Korea and Domestic and Foreign Policies in Preparation for the Changing International Environment” as the main topic, policy proposals were made by 9 Standing Committees
Each of the 9 Standing Committees had a meeting at the NUAC Secretariat from August 18 to 26 to discuss the 3rd quarter’s core issue, “directions for the enforcement of policies toward North Korea and domestic and foreign policies in preparation for the changing international environment,” which would be included in the policy proposal report. Those attending the meeting were Executive Vice-Chairperson Yoon Ho-yeol, Secretary General Kwon Tae-oh, and the head of each standing committee and its members.
  • The Economic Affairs, Science and Environment Standing Committee (chief: Jeon Hong-taek) had a meeting on August 23 with its 40 members on the issue of “measure to accelerate restraint against North Korea in the changing international environment,” with Kim Young-hee, head of KDB Bank’s North Korean Economy Department, as the main presenter.

The 9 Standing Committees predicted that North Korea, which fiercely expresses its will to possess nuclear weapons, would inevitably strengthen its peace offensive against South Korea and the USA further, and that, as long as it refuses to make any authentic change in their position, the restraint against North Korea in the global society would continue.
They also believe that the changes of external circumstances including the South China Sea Dispute may be an obstacle to solving the issues of North Korea’s nuclear weapons and to Northeast Asia’s security cooperation.
The 9 Standing Committees proposed the following as the 3rd quarter’s main policies based on such analysis of circumstances: ▶ measure of continuing the restraint against North Korea in a situation without authentic change on the part of North Korea ▶ measure of strengthening international cooperation in preparation for change in the international environment ▶ measure of responses to North Korea’s peace offensive ▶ measure of gathering public opinion including solving the South-South conflict ▶ measure of improving the human rights of North Korea and strengthening support for North Korean defectors’ settlement ▶ NUAC’s roles and tasks according to the change in the international environment.
  • Executive Vice-chairperson Yoo Ho-yeol, who attended the Standing Committees’ opening ceremony, emphasized the importance and necessity of North Korea’s authentic change and unified public opinion in the situation of restraint against North Korea and the change of the international environment.

Based on the policy proposals submitted by the 9 Standing Committees, NUAC plans to complete the final policy report through the “comprehensive policy proposal writing team meeting” and “comprehensive review meeting” and submit the report to the Chairperson early October.
Furthermore, the 9 Standing Committees agreed to have seminars, discussions, and lectures in collaboration with NGO and other related organizations so as to form proper response tactics to North Korea’s peace offensive and secure a unified public opinion.
