To build the foundation for the peaceful unification of the Korean Peninsula based on free democratic fundamental order as set forth in the constitution and build a Unified Korea where 80 million Korean people are happy based on peaceful unification.

First,enhancing the realistic results of policy recommendation by providing the policy for unification with which all people can sympathize.

• Enhancing publicity on the agenda of more positive and realistic preparation for national unification including dialogue between South and North Korea, humanitarian aid to North Korea, and recovery of human rights in North Korea as resolved by the UN
• Revitalizing the collection of public opinion on national unification from the everyday life of the people and related communication with them
• Enhancing the professionalism of policy recommendation by Council Members and establishing cooperative systems among related government agencies to strengthen capabilities in recommending policies for national unification

Second, promoting preparation for national unification in full scale.

• Proposing alternative policies in more detail and realistically including the establishment of legal and systematic bases in preparation for the situation of national unification, providing financial resources for unification, and developing human resources to prepare for unification
• Developing provincial assemblies and municipal chapters to be a base of the unification movement and promoting a tailored "little unification movement" with which North Koreans can sympathize as well
• Reinforcing the roles of 3,000 Council Members in 117 countries as a private diplomatic delegation for national unification to achieve harmony among overseas Koreans and strengthen the foundation of support from international societies

Third, fostering the youth who will undertake key roles in the era of national unification to be talented people for unification.

• Promoting diverse activities of sympathizing with national unification for the youth to bear correct and positive viewpoint of national unification and firm belief in free democracy
• Encouraging the will of the youth for the peaceful unification of the Korean Peninsula as a way of expanding the programs where they can participate, such as "Quiz Contest for National Unification" by high school students and "King of Quiz for National Unification and History" by middle school students
• In particular, NUAC will foster the Korean youth to be pillars of public diplomacy for national unification in the public diplomacy arena through close cooperation with VANK (Voluntary Agency Network of Korea)
• Reinforcing the unification capabilities of the young generations through active activities and participation of the youth Council Members as leaders of the unification era

Fourth, realizing an integrating and sharing image of NUAC.

• NUAC will lead the resolution of conflicts among regions, classes, and generations and major consolidation of the people by paying keen attention to the people with open mind and devoting and committing itself to the people with a humble attitude.
• NUAC will expand its "One to Five Movement to Promote National Unification" including face-to-face mentoring, medical care, scholarship, employment, and legal assistance for the North Korean refugees who are unification assets and unification achieved in advance to take root successfully in South Korean society.

We will be with the people in overcoming any and all ordeals and difficulties, bearing in mind the sense of duty given to the current era and Korean people.

The 17th NUAC will open the era of national unification of happiness where the 80 million people in South and North Korea can enjoy freedom, democracy, and prosperity by promoting the preparation for unification more positively and actively.
