Lee Hun-bok, Vice-chairperson of the China Municipal Chapter, explained the history of the China Municipal Chapter. "A total of 277 persons in 5 municipal chapters (Beijing, Shenzhen, Qingdao, Shanghai, and Guangzhou) were designated as members of the 16th Council. The position of Vice-chairperson of the China Municipal Chapter was established to cope with the growing roles and responsibilities of the municipal chapters; in fact, the Shanghai Municipal Chapter stands in the middle of 5 municipal chapters in China.
